The 21mm lug width appears on specific Explorer II references, mainly the 16570 produced between 1989 and 2011. It's an awkward size to find aftermarket straps for — most brands skip it entirely and leave owners choosing between a 20mm that gaps or a 22mm that won't fit. These straps are cut specifically for 21mm, curved ended to follow the case profile, and available in black, white, grey, green, blue Marbella and more. Check the reference number on your caseback before ordering if you're not certain of your lug width.
The 16570 is the main reference with 21mm lugs, produced across white and black dial variants over roughly two decades. If your Explorer II was made between 1989 and 2011 and you haven't changed the bracelet, there's a good chance you're working with 21mm. The safest way to confirm is to measure the gap between the lugs directly with a calliper rather than relying on the reference number alone, since some watches have had lug work done over the years. Swiss made spring bars in 21mm are available separately at €10.00 if you need them.
